Thanks for your post. We use a heavily modified version of Sphera's technology. The level of access is considered "root equivalent". As the VPS owner, you can log in through SSH and make changes to Apache, your mail server, config files, etc. It's about as much privilege as you can get in a shared environment without getting true "root" access.
