2. I'd like to install Oracle 10g XE on my site (why learn MySQL when I know so much Oracle and like it!). Any problem with that?

The answer to number 1 question is that there should be no problem at all with that if you have a PayPal account and if the store you install has the ability to connect into PayPal.
Not sure on your second question if it is possible or not but I have the feeling you will have some problems with it. :) I am not familiar with it and was looking on thier site for the requirements but could not find them. You might want to contact WestHost to ask them about this.

I checked into the Oracle 10g XE and discovered that the license in not for commercial deployment. I guess you don't host Oracle databases for your VPS, right?

Yes the only thing available with your VPS is MYSQL. It really is not that difficult to deal with and there are tools to make it easier like phpMyAdmin that can be installed on your VPS via the SiteManager.
