Can you give us a feature list for this upload site? Specifically:
Will registration be required? In other words, will the site be protected behind a login and password?
What kinds of files will be uploaded?
Will the site also offer the uploaded files for download?
If so, what format will that be in? Will you require file search capabilities?
Please list all the features you expect to see.
Perhaps if you gave an example of a website you are looking to emulate...

i have a site...i have a sub-domain...i just need a html page that i can upload to it with the upload and download capabilities...i want the files that people upload to go to this 1TB USB i have attached to my computer..
For 50 bucks, I can make this, but it will be, "only cost me $50" quality. As in, you'll get a box that can upload a single file of any format. A search box that searches by file name, and results that link to the download. Any modifications there after would be billed at $50 an hour or you can tweak it yourself.
