Currently i have been practicing making PSD to HTML/CSS sites by hand for 6 years, I have also made pure CSS sites with no images by hand.

I have Extensive knowledge in HTML/CSS and am able to create templates in PSD forums.

The reason that i can offer this to be so cheap is because i am currently a student that is trying to make it big in the Web Design business. I know that may have made you look away because i am a student but i am studying HTML/CSS in school and have made some complex sites that were pure CSS which optimized loading time without losing out on the Eye candy.

Also the prices I request are low because i am trying to build my portfolio and gain a reputation because i have made sites, after extensive customer feedback were tuned and fixed to fit the need of the customer. None of my websites are sold without 100% customer satisfaction, if you do not like the site for any reason, you don't have to pay for it, no upfront fee's, and best of all quick designing time.
