What I need are the core files for the website.
I need to be able to just toss the files on my site, and for them to work.
I would like for the "FORM" entries to be shown/marked so that they can be spotted fairly easily for editing as I need.
It is nothing SUPER complicated I just don't have the required knowledge of PHP or mySQL to make something to this extent.
The details are listed below.
1. Secured login.
2. Login Leads to Files and Forms for SPECIFIC User.
3. Forms Saved to User Specific File, and saved to a Master file. Data Entered on the forms should be easily accessible via the login, they should be able to be deleted from the list of entered data also.
4. User Specific forms need to be only accessed by that specific user. The master file should be able to be accessed by a master account.
5. The form should have 10-15 entries which names should be able to be changed as I wish.
6. Automated addition of accounts,
7. Accounts should be able to be made online, by entering a verification code.
8. Verification codes, should be retrieved from a list of them stored in a single file, this single file should only be able to be accessed by the master account, and should be able to add verification codes if needed.
-Everything should look professional nothing super fancy but it should look good.

Have you considered using a standard CMS such as Joomla? I could help you set that up for a much lower cost than writing an entire CMS from scratch (that's basically what you're asking for).
Hmm... I had no idea what Joomla or CMS were, I googled it... I guess as long as it works as intended, and it still follows all the guidelines I don't see there being an issue with it.
