I'm trying to get TCSH/CSH installed onto my vps.
and its being annoying since I don't have access to IMAKE to auto produce the correct makefile....

I'm curious if westhost would charge me to install this or if anyone knows of any tricks to get it installed....

I'm not sure an alternative shell can be used, I think its locked in bash. You could always ask the Custom Services department here: https://corp2.westhost.com/customservices, they can tell you if they can do it and how much it would cost. I'm not a fan of TCSH/CSH, bash is the only thing I use.
Anyway it wouldn't hurt to ask em, but if you do ask them, make sure to let us know what they say!
