You do not need to hack your board to have a vB powered news script.
I get asked nearly everyday about the portals vBhome,vBindex and vBportal. Many only install these for one feture, the news on homepage that it powered by vBulletin. Not only is it easy to manage, but it keeps you from updating a file all the time or install other scripts.
Litte do newbies know, they do not need to hack their boards for this feture. The old news script PluhNews (http://www.vbulletin.org/forum/showthread.php?s=&threadid=21875&highlight=PluhNews) dose just fine. It dosent require hacking of vBulletins core files. Only a few uploads and a include on your index.php (not vBulletins).
Only posting this so i dont have to answer it everyday. ;)
Lots of those other 'portal' scripts around which aren't just made for vB. I'm using vBHome right now because I don't mind the hacking but those other ways are usually more efficent. :)

Warning: Cannot modify header information - headers already sent by (output started at /home/taishi/public_html/plugspark/index.php:11) in /home/taishi/public_html/plugspark/forums/admin/functions.php on line 1652 it doesn't hurt anything but i would like it taken off. Plz? someone help :D

If you require support for that script please go to its thread at vBulletin.com.
I can tell you its a common error and if you want you might be able to solve it yourself. (Hint: check out vBulletin.org's hints and tips forum, they have a nice thread about that error over there ;) )
If its just news you want just write the script yourself, designate one thread as your news thread and write a script that pulls the content out and puts it on your homepage.
vbPortal (http://www.vbportal.com) also does not require you to hack the vb files, this was introduced with vbPortal 3.0 for vb3
