Cgi Script Needed for Online Special Database

Hello,

This project will have to be discussed at length before any negotiations can take place concerning price etc. because it is still unclear what all must be done, and just how it all can/will work! The general basics of the structure will be as follows: The entire program will be installed and run on a personal computer, using Windows 98SE, via Xitami personal web server s/w; and will be a part of an existing web site, and accessible over the Internet. It needs:
* Database storage for separate 'member' files, which will be uploaded by each member and/or admin.
* U/name & P/word access to ONLY each user's own files, nobody else's.
* Ability to be updated, new files added (or removed), as needed.
* Separate databases for the members and the records/files.
* Admin must be able to access ANY member or ANY record/file, using ANY search-term, or any of the information of the members, such as state, name..
The members will have their own section of the site, and will have their records/files stored in that section. They will able to log onto their own section, using their u/name and p/word, and easily sort through any/all of their own files, (hopefully using search engine). They will be able to download, print, edit, any/all of their own files! I know there are more functions that this program will need to have, and that I want to use with it, but if I can get an idea of what I'd dealing with, by using this layout, then I will hopefully be able to better organize it, and come up with a final layout of this tool, in order to work with any prospective programmer that may be interested! I realize that this is a fairly simple job, but there WILL BE more to it than this, once we get to this point, PLUS this program will be important enough, and will process vital records, so that it MUST BE done right, and everything must function appropriately and accurately! Why Personal Comp with Windows 98SE?
Why Xitami and not Windows IIS?
Why separate databases for memeber data when a single database (maybe even same table) is more efficient.

Here is an advice on creating efficient design requirements: talk about WHAT you want to be done, not HOW it should be accomplished.
