IFrames Problem

I'm having a problem with a page which is using an iframe (in IE 4.0) to load external content. The basics work fine, but when I click on a javascript link (i.e. <a href="javascript:..."> ) inside the iframe document, the cursor turns into an hourglass (actually, hourglass and arrow side-by-side) and does not change back, even after the javascript function has finished. The document has to be reloaded for the cursor to change back. Has anyone had this problem?
Also, does anyone have an opinion as to whether or not <iframe> is the best way to load external content in IE4?
