Frames: offset caused by the scroll bar

Hi! I was wondering if anyone could answer this question for me. I am making a frames page, with two rows. The top row i don't want to scroll, but the bottom i do. Here is the problem: the bottom frame is now offset because of the presence of the scrollbar, but the top has none. Therefore, the contents of the top and bottom frame do not line up. How can i fix this?

Any input would be appreciated. Thank you.

The only thing I can think of is creating a "big 1 row, 1 column" table. Then put the page contents in that table.

Do this for both top and bottom pages and make sure the settings of the "main/big" table is the same for both.

This might cause a scroll bar to appear at the bottom for the top page. Then, I suggest adjusting the width size of the "main/big" table to eliminate the bottom scroll bar.
