creating a digital docent for the web

I need to create a digital docent that will be teaching a couple thousand people how to use this new software. The character needs to have voice, look humanoid, and look somewhat 3D while streaming over a 56K connection. And it needs to be done in 3 weeks. Hows that for a challange? So I'm just wondering how you people think the best way to go about doing this is. I'm thinking because of bandwidth limitations it needs to be vecter. And that makes me think Flash. But what would be the easiest way to animate this? Maybe make the 3D model and animate in Poser 4 and then export to some program that will efficiently convert video to vector video? Any ideas?

Have you looked at Swift3D (http://www.swift3d.com)? If you're looking to purchase a software package that's supposed to easily facilitate the creation of 3D objects and characters, and is built to work with Flash (outputs SWFs), then I would suggest giving Swift3D (by electric rain) a look. Also, there's a TON of support for it at www.flashkit.com, too.
