Need PHP help for hire

Friends:

Where would a lowly web designer find a PHP/MySQL expert to install and configure a PHP/MySQL off-the-shelf solution for a website?

I'm in Orange County, CA, but I suppose I could set up FTP access to the specific directory if a reputable PHPwiz could be found. How much would this kind of service cost?

I've been charged with creating a system where I could upload approx. 1000 different PDF documents and/or text/word docs into a directory and allow visitors to perform searchs to locate the document they need and download it.

My clients would need to enter the Document Name (document.pdf) Title and Description of each one, or supply me with a Excel worksheet/database of it. A web interface for entering new ones after the original bulk upload would be nice.

One recommended PHP solution was http://wordindex.sourceforge.net/ but perhaps someone out there has a better solution. Any solution would need to be easily administered by a non-PHP expert.

First of all, this is offtopic - should be in 'project help wanted' forum.
And what is final goal again? To have users uploading docs, giving them title and description, and then someone will search by description and find that doc, is that correct? Or do you expect php to look through each file on server searching for given string?

Please excuse my newbie mistake. I did not realize there was a 'project help wanted' forum.

Final goal:

1) For Users to be able to search through online database for specific documents and then download them from the hyperlink on the results page.

2) For non-programmer Administrators to be able to upload additional documents, titles, and descriptions to system via a web interface when the need arises.

Original input of this information and of documents would be done in bulk at the outset.

Both scenarios seem correct but I'm not sure which is the best approach. I don't know enough to differentiate the 2 different approaches.
