Computer not booting, no beeps, but has power

Ok, heres the deal. I have a web server that I've been running for roughly 6 months now with no problems. Here are the stats:

AMD Athlon XP 2400+ Proc w/ Heat Sink and Fan
1 Gig Kingston RAM DDR 2700
80 Gig WD HDD 8MB Cache
GeForce 3 TI4200 Gold Edition 4x AGP
Asus A7V333-X MB with onboard Ethernet and Sound
230 Watt Power Supply
4 Case Fans

I recently picked up a new board, RAM, and Proc from a friend and I wanted to try it out. Here are the stats:

AMD 1.2GHz Duron w/ Heat Sink and Fan
128 MB RAM DDR 2100
Shuttle Mainboard AK32VN

I switched the boards out. I turned it on, got power running everywhere, but had no boot. No beeps, no POST, nothing. I used the GeForce 3 as my display adapter. I was well grounded. I thought maybe it was the RAM, tried reseating it along with the proc and everything else. Nothing solved my problem. So I figured it was just the board. I switched everything out again and now my old board does the same thing. Power, but no boot, beeps, or POST. I've tried everything. I bought a new 400W Power Supply and a new AMD Athlon XP 2200 proc. I'm stuck. Please give me suggestions. Thanks.

unless you have a stand/riser(what you screw the mainboard to the case with) out of place causing a short, with the computer fully assembled(either board) have the power cord unpluged from the psu, and the monitor unpluged from the video, use the cmos jumper and clear the settings, plug up everything, see if it boots. if so, reset the bios, clock, date, device settings.

if you have everything jumpered and connected correctly there is a chance you have fried your cmos chip

I realize this is a old string, But I'm lost, I'm having ther same Problem

Same Board
256 meg Kingston 2700
and a 1900+
