Fastest way is to use someone else's code/components:

Quite a few of the components on the page (RAS Internet Monitor, RASManager, TMagRas etc.) seem to do what you want. Some of the components also come with examples. Best part of the deal is most of the components on that page are free. So download the component(s), install them and try them out.
