IIS contains an SMTP server if you need it. Look in the IIS MMC for help on setting it up.
Otherwise just set the proper mail server in your php.ini and use the php mail() functions.
Isn't there some script like Mail Form or something like that that will use PHP to mail out the contents of a form to an email specified by a hidden tag in that same form?
