At the top of the forums there is a link to SEO Chat, start there.

You should be able to go to the major search engines and find a page that lets you submit your site's URL. Within a couple of weeks the search engine spider will navigate and index your site. That's all there is to it. If you've optimized your site for best search engine ranking (see the SEO Chat link), you should see an increase in traffic.

You shouldn't have to pay to be in the basic listing. Paying (we'll take Google for example) would get you placed at the top two or on the right side as "sponsored links" after a search.

You can do SEO, Search Engine Optimization, to death, but SEO is no rocket science. There are certain things you need to do to get listed in search engines and get higher rankings. When I say "certain things", they are not like writing a network application in Java or programming COM, DCOM. You read books/articles and you get. And then you just do it though it might take some time to do everything you want to do. Anyway... perhaps you want to take a look at articles at the following sites; once you finish reading several articles, you'll know what to do.

It is best to manualy submit your site to the search engines

I build a small web directory for myself. It is listed in all major and many smaller search engines and gets visited by them about once a week. Whenever I have new site I place it in my own web directory and get the new site indexed within a week. Works out ok so far. You could try something similar, too.

most search engines will include you once you get spidered from an existing page as well, so just put a link in your sig here :) Submitting manually is still a good thing to do, to both engines and directories.

DMOZ.org is an important directory to get into. I also think, it is one of the most difficult ones to get into. I personally don't bother with them anymore.

Write a press release about your web site (its easy) and submit it to PRWeb.com - Google crawls that regularly and will get your site listed in a couple of weeks.

No you dont have to pay. I would rather advise you to have a back link for your website on a popluar website rather than to manually submit which takes much time. For example: if you had a link on high PR website (like PR5 or something), your site will get spidered by google and listed in their SERPs in one day.
